Woah, apparently just recently an open source NTFS resize tool was made:

http://mlf.linux.rulez.org/mlf/ezaz/ntfsresize.html

In theory, this means you can master your image on a partition thats at
most smaller than the smallest hard drive you plan to use, then just dd
it onto the drive of a client machine, then resize it to fill the drive.
All from Linux.

(you also probably need to dd the MBR separately to get it to boot)
