The linux-headers package is for user-space development when linking to glibc. Therefore it is a pretty good idea that those headers match the ones glibc was compiled against. Of course, why anyone would need linux headers for user stuff is beyond me(I agree with you on this one). That's something to be brought up with the glibc people I guess.
