This is not always true. You must place constraints upon your argument before such a statement has any validity. Sometimes power can be achieved through auditing of code, reducing its overall size, it's memory profile, and it's CPU consumption. The terms "power" and "bloat" are therefore highly subjective and not useful in quantitative comparisons.
