I read the settlement also and have submitted some of my comments to the
DOJ. I think that it is imperative that people respond so it goes on the
record.  I think it should be in a thoughtful way so it does not just get
dismissed.  If you wait you may end up missing the deadline so do it as soon
as possible.  I think some response is better than none at all.

To quote from Margaret Mead:

"Never doubt that a small group of thoughtful, committed citizens can change
the world. Indeed, it's the only thing that ever has."

So act today and advise other people and groups about this vehicle.  More
